Well you can blame TIVO for most of the problems with any internal DVR, you may be able to pause, record and playback a program once it is fully recorded, but the rewind a live program and play right back rights are fully owned by TIVO, and will be that way for several more years (decades?) till the patient runs out.
Most of the OEM receivers from Dish and Bell with DVR functions that can pause and play back live TV use the software from TIVO, the big satellite providers have to pay a royalty to TIVO for the rights to do so.
This is why there is a DVR charge on most OEM receivers, Dish got in big trouble with this a few years back and had to pay a big fine for patient violation.
Some receivers have 3rd party DVR software that is not that good for live TV, so your stuck with what is available.
