What's the difference between DVB-s Turbo and DVB-s 8PSK?
The way most people use the two terms they are the same. The DN satellites tend to be 8PSK modulation with Turbo FEC at 21500 symbol rate. Only DN type providers (that includes Bell) use Turbo FEC no other satellite TPs will use that (in general).
Dish Mexico and Dish USA are on the same bird, you should be getting Dish USA on TP 12224, you should be looking at it with the 22500-5/6 turbo FEC settings, if your getting Dish Mexico on that TP then something is wrong in your receiver settings.
Also the recommended dish size for your location to get a good signal on QuetzSat 1 (77W) is around 44 to 48 inches.

One other thing, the TP's on this bird do not use the 8PSK modulation on the HD channels like 110, 119 and 129 but the QPSK standard modulation, if this is the only choice (8PSK) for your turbo settings then you will need a new receiver.

Maybe they (prov) looked at receiver spec till they spotted that and so now you all have to buy new boxes.
(Although most newer tuner chips have auto FEC function built in and turbo FEC by definition changes FEC levels so I'm guessing that your issue is not tuner at all)
