try (if it does have a cover) off and see if that helps...and if it still not cooled then a usb fan might help.

If it came with a fan then don't disconnect it.
You can get some very quiet fans at frozenCPU . com....the lower the dBa rating the quieter it is. Just be sure you get the right size and DC voltage.

Yes u can diconnet it very eazsy.There is alot of dust on the fan blades/Take a old tooth brush to clean the blades.
If it's making noise then the dust could very well be up inside the bearings, or the bearings have just worn out, cleaning it may help but a good chance it wont.
Remember they buy the cheapest things they can to put inside these things.

I am not sure whether you are talking about electrical noise that gets into the sound circuits or mechanical noise caused by worn bearings. Worn bearings are easy buy a new quality brush less cooling fan this may also cure the electrical noise problem. Electrical noise is often more difficult you could try a 4 wire COMMON MODE INDUCTOR LINE FILTER < 2$ and two ceramic capacitors.

every time i have one of these little fans making noise i just take the fan out take the little round sticker off and press some bearing grease in seems to work fine for me usually.
