I have a Dell P4 and it would take a few times to turn on and then now will not turn on, if i unplug it and replug it the fan does not turn on for a second like it used to. The green light is on the mother board but does not turn on, i am thinking power supply so any suggestions appreciated and how do you test a power supply for a newbie. Thanks

A colleague of mine have a little device that can test the connectors that goes to the PC motherboard. I think he found it on eBay.
Other than that there isn't really a way to test a power supply other than changing it to see if it works..
I don't have much experience with Dell but if you decide to change the power supply make sure it fits as there are 2 types of power supplies... There's one with 20 PINS connector and one with 24 PINS connector

I would check it with the power supply tester that Rahzar mentioned, (or find a friend with one to use) and look on the power supply, order one from dell (or other supplier) to match.
Dust is death to power supply's, it clogs up the fan, the loss of the fan causes the power supply to die.
This is a switching power supply, DO NOT OPEN IT, (unless you know what you are doing) there are very lethal voltages inside, even when unplugged for a time.

if the power supply fan hesitate to run...its a sign to replace it.

Dell, at one time, had their own proprietary wiring, so if needed, make sure that you get a direct replacement.
