How to Attach my stb to my cell phone

They are doing a lot of construction on my street and will for sure cut my lines. I will be without internet or cable. Is there anyway to connect my box to my cell phone?

Directly to the cell phone, no, but if your cell can connect to your PC then yes.

Your cell would have to have a LAN interface in it, your PC can be used as one, once your cell is connected to your PC (more then likely by a USP port) and you have a spare LAN port on the PC then you just bridge the two connections.
