paypal is perfectly safe and tens of thousands of people use it every day. It is when you try to buy illegal items online with it that it becomes a grey area

I wouldn't use Paypal or anything else that has your id on it , unless you have spare 3,500 kicking around incase Dish lawyers come calling.
