110 W works fine but not 119W ?

Hi, I am having a problem with 119W, on my dish I have 2 lnbs. One for 119W and 110W for DN, 110W is working fine but 119W the S (signal strength) is at 83% but the Q (quality signal) is 0%. I did a factory reset is erase all the channels and did a scan of the channels. When scanned 110W it worked fine but when I tried to scan 119W, 110W appears. Any knows why when I go to the antenna setup all I see is S 83% and Q 0% and why I can't get 119W when I try scanning it ?
