talk about functional obsolescence ...lol... the only way to access the second floor is outside & why not build an overhang for the balcony instead of indenting it so there's a usable amount of indoor space up there???

No sure about that - there might be a staircase leading from the entrance door downstairs to the penthouse (one can see a portion of it thru the lower left window) :)
