Manny demands random blood and urine testing for his upcoming bout on November 23 with Brandon Rios in Macau. On Friday, it was confirmed that the Voluntary Anti-Doping Association (VADA) would be the organization entrusted with the task of testing both fighters.

To those who have followed Pacquiao's career for the last several years, the decision to actually request PEDs testing has to be more than a bit jarring, especially after his own tumultuous relationship with the concept.

For those who recall, a proposed mega-fight with Floyd Mayweather was all but signed, sealed, and delivered when a dispute over random blood testing forever killed the deal.

At the time, the Filipino icon balked at undergoing any PEDs testing above and beyond the minimum commission requirements, claiming that the drawing of blood would weaken him prior to the fight. The reluctance to budge on random testing eventually took both fighters to arbitration where the bout was officially killed off in January of 2010 when neither side would give in regarding a cut-off date for drawing blood prior to fight night.

Following the well-publicized collapse of this era's biggest money fight, Mayweather was painted as the unreasonable party, insisting on random blood testing for no other reason than the fact that unsubstantiated rumors of PEDs use and overwhelming Pacquiao performances caused him to be suspicious.

Fast forward to 2013 and the script has been flipped completely.

Fighters who demand and undergo random blood testing are not vilified, but given their just due. Members of the media who lambasted Mayweather for his demands just a couple of years ago are now commending other fighters who make similar demands. For those looking to explain the complete 180 on the issue, evolution of thought could be credited for the change. However, for those with a slightly cynical orientation, the word "hypocrisy" could also be applied.

And speaking of evolution of thought vs. hypocrisy; we come back to Pacquiao's recent demand for random PEDs testing.

Back when Juan Manuel Marquez debuted his new, muscular look prior to his fourth clash with Pacquiao, rumor and innuendo began to emerge. Fingers were pointed at Marquez's controversial strength and conditioning coach, Angel "Memo" Heredia, a confessed PEDs distributor who turned state's evidence to avoid prosecution in the infamous BALCO case. And when Marquez knocked Pacquiao unconscious in the sixth round of their bout, those pointed fingers transformed into flat-out accusations of chemical enhancement on the part of the veteran Mexican battler.

Brandon "Bam Bam" Rios, prior to his last fight, also began working with "Memo" Heredia and will presumably be doing so for the Pacquiao bout as well.

So, now, it's Pacquiao's turn to assume the Mayweather role and call for true random testing, based solely on rumor, speculation, and a feeling that one overwhelming performance from Marquez via Heredia's work is worth proper precaution.

And who can blame Manny?

After all, a fighter needs to protect his safety at all times. Entering the ring against someone who he feels may be using an illegal substance is both unwise and illogical. So, kudos to Pacquiao for finally coming around to Mayweather's point of view. It may be three years and one dead mega-fight too late, but a change in the right direction is always a good thing.

Still, random fits of testing here and there do very little for the overall issue of PEDs use in boxing. In an international sport with no centralized authority, the current form of PEDs busting is mere busy work with no real, authoritative bite.

Hopefully, this current case by case posturing can become a catalyst for real and c

Telling you, Floyd is a Copy Cat about catch weight and Manny,s about Random Blood Testing. Excellent post amigo rudee, your best by far! Need to watch for "plaster of paris" since Rios is really up-tight to Margarito. This detonates Arum's anxiety of the importance of this fight, like Roach he is worried to death of Manny's uncertain future. Macau is not the best place to ask for "clean boxing procedures", Vegas would have been more appropriate. hehehe

Just read about a line of boxers that are being consider by Roach to fight Manny in the near future, all jr.welterweights. apparently they are looking for someone to KO big. Guess what, Danny Garcia is not on the list.

Top Rank CEO Bob Arum (http://ringtv.craveonline.com/component/search/Bob%2BArum/%252F?ordering=&searchphrase=all)has confirmed a report (http://www.fighthype.com/news/article14397.html)that his organization is paying for eight-division title winner Manny Pacquiao and once-beaten junior welterweight contender brandon Rios to be randomly drug tested by The Voluntary Anti-Doping Association (VADA) for their their bout in Macau on Nov. 23 (Nov. 24 in China).

Top Rank is using VADA for the third time, having employed the organization in March for the unanimous decision by WBO welterweight titleholder Tim Bradley (http://ringtv.craveonline.com/blog/176281-judge-dread-who-wins-pacquiao-marquez-iv)over Rusian Provodnikov , as well as last month's unanimous decision by RING, WBA and WBO titleholder Guillermo Rigondeaux over Nonito Donaire

Arum chose VADA over the United State Anti-Doping Agency (USADA).

"We're going to use VADA. To me, we've had experience now in two fights with VADA, and they've conducted themselves extremely well. The fighters who have participated have nothing but praise for the way that it was handled. I'm going with the organization that I have a track record with rather than an organization that I have never used," said Arum.

"That's the point. It's the fighters who are the ones who are affected, and the reports that I received from the fighters in both of those fights -- from the winners and the losers and from everybody -- were very complimentary. In other words, the testing is very important, but it has to be done in a way that is compatible with the fighters' training."
Pacquiao's trainer, Freddie Roach , (http://ringtv.craveonline.com/component/search/Freddie%2BRoach/%252F?ordering=&searchphrase=all)said that Pacquiao plans to prepare for the fight in the Philippines in order to avoid distractions.

Arum has been assured by VADA, which was founded by former ringside physician Margaret Goodman , (http://ringtv.craveonline.com/component/search/margaret%2Bgoodman/%252F?ordering=&searchphrase=all) that it will be able to successfully handle the testing procedures.

"We're going to make arrangements because it's a little tricky. Most of Manny's preparation will take place in the Philippines, and then he'll be in Macau," said Arum.

"But I've been assured by VADA that they will hire people over there who can handle it. I haven't talked directly to [Margaret Goodman,] but I've spoken to people who work for her."

We must remember that Pacman is not a true Welterweight.. He has always had a hard time going up in weight... That is what is so amazing..Just look at the weight he started fighting in... And he still whooped everyone they put up against him.. ( Except Juanma... Lol) As he was robbed against Bradley..

What really amaze me is the use of (legal) catch weight to make this possible. If most of this fighters would've been in their comfort weight limit, Pac never had a chance against some of them. Arum used all his resources to make Pac an eight world title holder. Then came JMM with Memo and used his same tactics, we know the result.
