Hello,
I have a Gateway NV52 64 bit home edition windows 7 pc.
A virus will not let me download any files and I can not change the security setting. Am I out of luck or do you need more info. I would appreciate any help on this situation. Thanks for reading and any info on this.

Go to a second PC running W7, and follow the instructions in the following link.
http://www.hiren.info/pages/bootcd-on-usb-disk
Once you have created a bootable USB drive with the Hirens Boot software on it, you power the PC up, hit F2 and set it to boot from a USB drive, you then insert the USB drive in the PC and re-boot it.
It will boot into a selection of programs, use the mini XP program, then select one of the anti-virus programs, run an update on the anti-virus program then let it do a scan to remove the virus.
A full scan of the PC may be needed to totaly remove it.

You can also put malewarebytes on a usb and then boot your infected computer in safe mode then put stick and then run it using full scan. That should get you to be able to boot in normal mode then update malewarebytes and run a quick scan. Once done then run a anti virus scan.

Run Malewarebytes. The virus may be in your antivirus hence disabling it midway through. If no go then follow Terryls suggestion and yes your external drive will work but usb is better. You don't add a antivirus to the program it is in there already. You just need to update it. Reread what Terryl said regarding what to open.;)

The programs from Hiren on the USB stick include anti-virus programs, the PC will be running off the USB stick on a mini XP platform not the PC's hard drive, there are many programs on the USB stick to help you out with this problem.
Go to the Hiren web site and look them over, you can basically scrub the hard drive clean without damaging it's operating system or data, or have to remove it.
But on severely infected computers I remove the hard drive and use a hard drive test bed, (a small laptop with a USB to hard drive interface and severely protected against reverse infection) then I scrub it clean using the test bed.
If it can't be saved you can always get the recovery software or re-install software from the manufacture (if it didn't come with it) and wipe the hard drive by doing a low level format.

Run Malewarebytes, it's free and works great.

ok thanks folks and sorry I am so slow.
Terryl I have tried booting up on f2 then move over to boot, and moved the usb up to first on the boot list, but I am still doing something wrong. I would love to get what you talking about. ok here where I am. I can upload now, I have a full version of webroot and a trail version of malwarebytes. I get a lot of blocks on malwarebytes. when I scan in safe mode it will still shut down the pc, so there is something in there messing with it. what can I do to get that out of it. I must say since I move the usb to the top of the boot, it seems to be better, but it still booted up normal. thanks again for everyone help.

There are a few live cd's out there ...if you are not that savvy with them ..you can google avg live cd (boot cd) .
Your sure it is shutting down because of infection and not heat or bad drive ?
Other trick is to boot in safe mode with limited services ans start ups..
