The numbers for S and Q are not really "standards"--there is not set value that they have to be for a given level like there is for BER (bit error rate) or SNR (signal to noise ratio). I've seen a few tuner design notes and they give you a curve for equating their numbers to a real reading and the software guys have to implement that in code in some way but it does not have to be done in any standard way--if all they have time for is a quick and dirty routine and that is good enough to show folks how well they have the dish aimed then that might be all you get.
