what version of Windoze is that? If windows 7 then try starting it in safe mode or try reverting back to last known good configuration. It could be something as simple as a corrupted video driver and it could also be a bad video card. I am not sure if Windows 8 has a start in safe mode option as I have heard conflicting reports regarding that

I'm not PC savvy but I just bought a new CPU with win 7 on it and a week or two later it was doing the same thing you're describing. I replaced my old lcd monitor and all is well now. Since yours is an all in one PC that would mean replacing the whole thing...just a thought.

shut it down and then power it up while holding F8 key down should pop up a menu for safe mode

I found it works better to keep tapping the F8 key during start up, worked for me anyway...

yeah depends on whether it intercepts keyboard errors or not in the bios or lock it down right after bios post screen flashes

Generally with a bad ram stick, it will get to the post menu and your will hear a series of beeps to use in diagnosis the problem.
Booting Into Safe Mode on Windows 8
The trick is to hold the Shift button and mash the F8 key, this will sometimes boot you into the new advanced “recovery mode”, where you can choose to see advanced repair options.
