Don't know for sure what format IKS system is used for vs 9k--you could log the output and see, or disassemble the box's code and look around. One might be able to emulate the system with PC if the format is not too complex to figure out and not too different from others that are known. I'm guessing that if x-fta is in use then serial output is used--pretty easy to log a serial comms system. Either just feed a PC with the box's output, or use something like rs232 serial "spy" cable (google it), or maybe hub4com (maybe not). Or re-write the box's code to do some other system.
There are cheap routers that could do the task rather than x-fta, or use cheap PC, or some other device that can pull n the output of the box and connect to the web (lots of possible gizmos)

I have heard of people using the emulation via a PC.

Yea you can use goofathers xx-client with a some other modified routers but the xfta flashed with openwrt and setup with
xx-client works extremely well, although it is a little tricky to set up
Or you can use xx-client with computer serial connection to receiver
ALL the xx-client set ups work great
