You might want to check the up/down thread as Kid (kind of) suggested.

have you verified you are on the correct port & that your code has been activated on the code checker?? heres a link to it...

using the domain name is preferred(in your case 5.rocketserver.tv) but the newest IP can be pinged if needed...make sure this Doesn't go in under IP setup if you choose to use it... put it under server under net application... make sure to change the input type to IP if needed also...
