No, they wouldn't be, in that the length of the elements is cut for UHF frequencies.

If you have ever noticed the design of a simple VHF antenna, the longest elements are for the lower channels, 2-6, and they get progressively shorter for the upper VHF channels.

That's why Rabbit Ear set top antennas have pull-out telescopic rods, so they can be extended for the lower VHF channels.
