got a 2000 ford taurus, the passenger side headlight is dimmer than the drivers side. i changed the bulb no difference. i changed the wiring harness on the same side and still no diffference. any thoughs on this anyone?

sounds like some were you have a bad ground.

Use a DVM set to measure DC voltage and check the pins to chassis ground, look at both sides (driver side vs passenger side) for a comparison, the DC voltage at both lights (with the head light on) should be very close to the battery voltage, if the passenger side is still lower then you may have a connection problem at the relay panel or fuse block.
They make a non residue electrical contact cleaner, you can spray some on the contacts and see what happens, be carfull as some of this stuff will fog or soften plastic, it could affect your paint also, so be careful when/where you spray it.
Did you change the whole harness up to the fuse block or just a part of it?

That sounds like a bad ground. you can do a voltage drop test to find the bad spot or disconnect some of the headlight wiring and clean then use some dielectric grease to keep it from happening again.
