If you know you have a good dongle and the receiver does not supply power ( No orange or green led )
You can inject power to the dongle by making an adapter that installs between the dongle and receiver.
Use a female to male DB9 straight through adapter.
Identify wire from pin # 4 in the adapter.
Tap into the pin # 4 lead and connect 5V+ (positive) source to that point.
5V- ( negative) connects to pin # 5
To identify pin # Look closely at the DB9 ports and you will see the # 1-5 in one row and 6-9 the the other.
You can also use this power injector to troubleshoot your dongle via network with the wiztool on your computer without connection to a receiver
