This is most likely related to your provider OR your signal on 129.
Contact the provider to ensure there are no server issues causing channels to be down. If you have a good signal on 129 then its most likely your provider.

Have noticed a pretty long list of HD chans down on a couple of providers. It's probably the same case with others as well as they all pretty much share the same cache sources.

It is odd however that they put a priority on SD chans over HD. I would think that most people are using HD these days, so they wouldn't want to waste valuable code word retrieval time on SD chans until the majority of the HD chans were viewable.
