got the receiver today and loaded the newest file and did factory reset. Set dish HD with bird dog to 75% is highest signal i can get on 110, 119, 129,. IRD shows 97% str and quality on all 3 sats at these settings.
110 Disq2 Freq 11.250 TP 12224 OCS-DP
119 Disq1 Freq 10.750 TP 12457 OCS-DP
129 Disq4 Freq 11.250 TP 12516 OCS-DP
I tried all freq for about 8 secs each, never turns green. On a few freq, sig and Quality drop to 0 and such. But never turns green.
Tried it also with my limesat HD Air and still have same problem. Limesat was working fine 3 days ago.

What type/brand of LNB are you using??
If it's a DP 1000 for 110/119/129 then you need to change the setting for 119 to 11250. and the Diseqc for 129 to 3.
Also how do you have the DC power inserter connected? On it's own coax to the #1 port on the LNB? Or with the receiver on the inserters receiver output?

DISH NETWORK 1000.2
Yes Power in-serter in port 1 rg6 cable in port 2
changed 119 to 11250 Makes no difference and like i said i tried all
Diseqc for 129 set to 3, Should not make a difference on 119 or 110
Still only red bars and 97% quality and strength. I checked the DL100 and the arrow is pointing towards the back of the IRD. I got the network connected. and like i said it has been working a few months with the Limesat. Now the T5 and Limesat and now both dead. I did not move the dish and rechecked it with the bird dog meter. all fine

I'm no expert but try changing the setting OCS-DP to Single.

Tried that and even set it to universal and still no change. I am just completely out of ideas. I guess the only other thing i can do is set up a different dish and try that.

How many wires coming from dish , use one wire connect it to 119 which is the first one straight to box i have the same box it runs with out an power inserter

Since both receivers are now not working I wonder if during the new DL receivers installation the LNB switch was burned ?

If your receiver does not have the DC current capabillity to directly run that LNB for a long period of time it will sustain some long term damage to the power supply.
The D1000 tripple head LNB needs at least 750 mA of DC current to run right, 95% of the FTA recivers out there can only supply 500 mA, check your reciver specs and the LNB input port for the DC current rating, if it says 500 mA max then you will need a DC power inserter, or over time your receiver may FUBAR.

The Dish 1000 LNB does not need to use an external switch, it has one built in, using a second switch with this LNB could/will cause problems.

I left it alone for a few days. Started messing around with it again today and still only getting red bars. I then hooked the Limesat air back up to it and sats locked in and able to view tv. Seems to have started working on the old limesat now. Hooked the New T5 back up to it and bars stay red with the same settings as above and the same as the lime sat. Still will not turn green so i can scan. Due to it working with limesat now must mean problem lies in the T5 receiver. It is brand new and never did a scan on it so i would assume it has to be in the settings somewhere.

go menu, manual scan, set the sat to 110, scroll down to transmission and right arrow to see if your bars turn, you will only have 4 choices, only one will turn the bars, exit and save, you should be able to get a sat lock after that.

Menu dish settings scroll down to PID click it to open then scroll to transmission make sure its set to QSPK DVBS if it isn't set to that already set it to that then exit and save
