Can't get NY 8100-8105 locals

I have scanned, rescanned and rescanned but still not getting a connection to the server on 8100-8103. It just simply says "wait" where the server connection should be. I'm getting plenty of other stations, just no locals. If there is a specific TP that I should be scanning, can someone enlighten me as to what it should be. I've only had the box for 2 days. So there are still a lot of things I have to figure out and work through.

also make sure that the locals are not set up to be on channel 2 3 4 5 etc
