When you are saying 100% up what does that mean??

A lot of people are looking for the international channels on 118 satellite. Some services have a few channels availabe from the 118 satellite but not too many.
A lot of people are looking for the Arab channels from the 118 satellite - so if you are 100% up does that mean you have the Arab channels?
From what I have seen they are not there - but maybe I am missing something????

Until someone tries it and reports back - I think I'm calling B.S.
A lot of guys are looking for something stable on 118.7 and haven't found it yet - so if this guy has it I think he would have been flooded with requests to join.
