Request to open new section for IPTV tutorials and exchange

i want to know if is it possible to open a new section for IPTV tuto's:
for example how to build IPTV servers ,
what's script are used (IPTV Panels and Tools)
how to stream channels from DVB-C , DVB-S , and DVB-T ,
exchange IPTV channels between users.
