Recently my friends receiver is acting up. He claims dish is not turning. Can a bad module cause the dish not to work correctly?

Ummmm possible....Can he remove the module and try it without it?
Also have him check for a corroded "F" connector, or rusty coax.
Any motor installation should use coax with a pure copper center conductor, this will not rust as will the cheaper coax with a copper plated steel center.
You can use a small magnet to find out what it is.
And another possibility is a bad power supply (or going bad) in the receiver.

A better description of what he has in the system will help us a bit.
Motor type/make, LNB type/make, and any switches if he has more then one LNB or dish.
