Use a VPN to get around that...

CBS, ABC, FOX and NBC are not authorized by the ICU to directly broadcast their programming in Canada,(the same with the streaming sites) that is why you can't get them, if you are lucky enough to directly receive the US stations on an off air TV antenna then there is no way they can make you stop.

TVfool.com will help you find those US stations if your lucky enough to be close to a city near the US/Canadian border.

Wouldn't US IPTV streaming sites be able to legally stream the national networks to their US based clients?

Not without rebroadcast right from the copyright holder. They don't want anyone other than themselves to stream their content as I understand it. You can stream the content to yourself only legally.

Wouldn't US IPTV streaming sites be able to legally stream the national networks to their US based clients?

Yes, but not to clients based outside the US. The only exception is US Embassy's, consulates, US Territory's and US military bases.

See back when TV first started up there were very few TV stations in Canada, the Canadian government wanted more, they were going to go with a PAL type transmission setup for their stations, this to avoid the problems facing the local busyness with US based advertising, this was going to be costly as the population would have to buy all new TV sets, also they wanted to get away from control from England as much as possible so they canned that idea. (too bad as it would have solved a bunch of problems for them)

So they went to the ICU and got a treaty between the US and Canada, we would not directly broadcast a TV signal into Canada, and they would do the same, so most TV stations close into the borders had to re-do their signal patterns to avoid and suppress as much signal going the wrong way as possible.(all this takes is a specially designed antenna)

Now with streaming sites anyone carrying or providing US or Canadian TV stations by law can not provide that signal to US or Canadian customers. (US customers can't receive Canadian stations and Canadian customers can't receive US stations.)

This is why when Canada replaced the DBS satellites at 91 and 82 West they had to move the signals as far North of the US/Canadian border as possible.

When the US based satellites for Dish are due for new ones the signals will be changed to drop as much signal as possible going into Canada, (and other Country's) this may be a bit.
