might cost someone their life tho if was indeed a Hospital heli spot. Hard to get the patient on the chopper when it's parked on a vehilce lol. WTF?

That's not a H for hospital :) That's the spot where the rails of the chopper should land on...or close to it :)

it could be one of those vehicles that slipped out of park and rolled some, surly plenty of parking spaces, but i'm sure who ever got a hefty parking ticket

and is also driving off .... ?
