This took place on the Imjin River in 1953, and the men you're seeing are the 25th Canadian Infantry Brigade. What you're actually seeing is the Championship Finals, the final game of a tournament the Canadians were holding for their soldiers on rear leave.
The camp at Imjin wasn't a frontline camp, so there was no realtime threat from Korean or Chinese forces. They weren't at the frontline, but they were still a legitimate military operation.
