Looking for movie can't remember title

Hello gang, don't know if it's a classic or not but I saw a movie long ago want to see it again.
It started with civilians taking over a military base with 2 rockets, the civilians are not terrorist and the leader was once a NASA employee and was fired years before for alarming the earth was going to be destroyed by a meteor but it missed earth by miles, this time he is sure it will destroy earth at the end he couldn't use both rockets so he uses one and Russia sends a rocket next to the USA rocket to destroy the meteor..........If any recalls this movie can help me find the title or remember which actors were involved n this movie .......

Nope, I just checked it almost fit the description but no, thanks, the thing is no one thinks the meteor is a thread, they think the ex employee is still crazy, it does involve Russia's President constantly calling USA that he has intelligence that a nut job took over a military base and if Russia's Radar detects any rocket activity on the USA he will order to strike USA with everything Russia has, at the end when the rocket is launched Russia calls USA to let them know the rocket is not aimed to USA but to hit the meteor the USA rocket is aimed..... Stupid Android phone I was trying to fix the link but it takes for ever with this phone.......
Another detail about the movie, the guy who took the military base, his daughter works at the NASA office where he worked and got fired, the negotiators use his daughter to try to convince him to stop his plans, one of the military officers of that base manage to remove an electronic thingy out of one of the rockets, that is why he only used one and Russia stepped in, everyone believes the meteor is not a thread that the guy is just crazy, there is a part of the movie I never forgot, one of the civilians tells his boss that only one rocket can be use, he gets really angry and shouts " I planned this so no human life is lost"

For a few moments I thought the tittle of the movie had the word Doom in it but after almost a year of searching I really don't know the what is the tittle at all, also my daughter is mentioning maybe wasn't a meteor and it was a comet, during all movie no one believes the disaster is gonna happen, movie goes on how to recover the military base taken by an obsessive crazy man that believes earth is about to be destroy, at the end of the movie is when they realize the thread is imminent, and when they see the rocket is launched they think Russia is going to strike, phone rings the secretary of defense answers the phone (old lady always in red) she says I understand, hangs up and tells the President Russia launched the rocket butit is not aimed at us, it is aimed at the meteor or comet, ..............
Another thing I do remember I saw this movie before I got married so is 15 or more years old.

That is the thing, I thought the lady in red secretary of defense was the old lady in the ghost world of Beetlejuice, but clearly I confused her with someone that looks a like.......The civilian that organized taking over the military base I thought it was the boss of the Bad Boys movie.......... Complete lost there, I which to see the movie again and one of the reason is the way I saw a rocket with USA logo next to a rocket with USSR logo united to save the world not destroying one another..............
