Hello,
All IKS services out there aren't stable and bad support.
I want to build a IKS server for Dish, assuming no cash limit, what i will need to make it happen?
In my understanding we can't get HD channels from Dish because they use TurboFEC encrypted.
To by pass it can i do IPTV from HD channels using my IKS (that i will build) and TurboFEC tuners? Then to HDMI encoder => IPTV server?

If you are serious - start with IKS north - very little investment - if you get that working move to south - need an extra $2000 or more investment.
Mechanics are all the same - but pulling keys for south is way beyond most hobbyists ability - getting keys for north is pretty simple with a $20 jTag
You can do Dish HD channels - that is not a problem - the problem is Dish hits the cards in your card server at least once a month and maybe two or 3 times if you are aggresive and want to be the first IKS service back after a hit :-)
If you look at all the cards and receivers you have to replace every month - it gets quite expensive for south - plus the added expense to pull the keys
North is pretty cheap to get in to and they rarely hit the cards. Five cards will get you over 100+ very stable channels and stats show that 100 channels covers 95% of most TV watchers.

How is the provider able to hit these cards, given that they're also subs? In other words, how is the provider able to distinguish a subscribed card that's being used for iks from a subscribed card that's not being used for iks?

Well since you can't get into cards to see what they do, you have to infer the way from the actions possible. THEY can write to cards with some of the cmds, what is written can be used to identify actions that might be used by IKS and not subbed cards (say speed at which you "change channels" or ecm packets per second might be something they could look at or they may send out cmds to see what cards respond on IKS service and narrow down which the IKS service might be using).
You can use a couple of diff SW packages to do IKS--one is RQ's but if you just google a little you will come across a few more.

Here is another tip to follow. Always take on this project in a new friends basement. That way when dish comes to get you and your house they will take the friends home and not yours.:tehe:

You could always do card sharing in a way that is harder to trace and detect to ecm the card--say by posting decoded CW for a given channel at a given time each day and post a file of that (ie you don't really use a server so low risk for you). Sure you can't be paid for that as easy and it requires folk record shows rather than watch real-time. You are just watching a show as any sub would. I'm sure there are other ways that people could figure out.
I wonder if one could take such info and figure out the prov box key from the card comms---might be too many bytes to do it quick, but might be a way to back out the key without removing flash and reading from there. The algorithm for encryption with box key is known I think.
