Could be another vehicle was towing the camper and the vehicle shown was hitched to the camper and was also being towed.

Don't think so ,, if the SUV was being towed I'd be facing forward
Looks like the SUV is towing the trailer ,,
the trailer looks to be front heavy ,, I can't see the SUV having much traction ,, can't be to safe
