city tv is free on any OTA. Just buy an antenna and you will get it in full hd

OTA is not an option for everyone. Many in condos can't put one up, or facing wrong direction, or sometimes just simply have way too much in the direction of antenna pointing to get anything decent.

I have my antenna about 40ft AGL, and recently they are putting up condo buildings a few hundred feet away, and with the planes overhead, and the condo buildings, there is all sorts of signal reflections when planes go by, that it glitches like crazy :(

So it is true in theory, but in practice, not always possible.
