Maybe a review section could be used to rate sellers. Maybe it's already in here, I've not seen it.
A place users can give a thumbs up or thumbs down or an average review star rating even?
That way others can be aware of a sellers transaction history and if they're perhaps lacking or have some additional risk.
Just a suggestion. I realize it won't solve every problem but might make shady sellers more transparent?

My neighbors service with him was fine until he was banned, at which time I assume he knocked the account over.

Maybe take my comments to help better the user experience with sellers via a review section.
Again, maybe it already exists. Sounds like you guys had some insight that this seller was shady.
That info might be useful, case in point, the guy out $400, my neighbour and whomever else was bent over.
