That is a lenticular cloud above it. As for how lenticular clouds form:

As air rises, it cools. Cool air is less able to carry moisture, so as the air rises and cools, moisture condenses, becomes visible, and forms clouds. Lenticular clouds form above mountains or high ground. The mountain causes the air to rise and fall in a specific way, which causes that very distinctive shape. It's not at all a surprise to see a large hill (or small mountain) under the cloud in your photo. Other things which are required for this type of cloud to form are some wind (otherwise the air won't be moving at all), and a stable air-mass (ie. as you go higher and higher, the drop in temperature is relatively small.
If the air is unstable, ie. there's a big drop in temperature as you go higher, you'll get cumulus cloud instead.
