This was done to find a way to remove the boulders that had piled up at its base, cutting the height of the falls in half.....

No, they just did some stabilization to slow any additional erosion.

The erosion has decreased considerably on both falls over the past 100 years due to diversion of water for hydro electric generation.

No one alive today has seen the falls with the full volume of water that should naturally be there. From 50 - 75 percent of the water is diverted. With the full volume of water the falls would be even more spectacular and much louder.
