well if you can make a pistol that would fire this "bullet" i would not worry about it being frozen, i seem to recall the Russians had something similar but they used an umbrella to shoot a radio active capsule into dissidents and they would have a slow painful death, the cia needs to get that weapon back in use

I don't know about the umbrella shooting a radioactive pellet, there was a case where the umbrella shot a pellet with ricin.
