You're not in the footprint.

Here is an active footprint map for 91W.....
https://www.satbeams.com/footprints?norad=38342
You can zoom into your location and see whats available signal wise, but you really need to be within the pink area for a good signal, if your close but outside the footprint you may need a bigger dish for more gain.

If you are just outside foot print a Bigger Dish will pull in more signal/gain like Terryl said

33" to 39" dish should give him a 15 to 20 or so points increase over a 20" dish, which may be enough. Snow/rainfade will probably come into play.

I have to use a 2 meter dish for 129W and I'm inside the footprint, some signals have dips and valleys in their signals, a bigger dish may help.
Try this site...
https://www.dishpointer.com/ enter your location then select 91W it may help you with what size dish you may need.

I went to satbeams, and clicked right on the edge of the footprint for 91W, (Wilkes-Barre) it shows a 30 inch dish would be needed, so in my opinion I would go with maybe a 1 meter size dish.
