Radio-Canada has learned that the Sûreté du Québec (SQ) has arrested at least five suspects related to the purchase and illegal distribution of decoders using IPTV technology that diverts the signals of Bell, Videotron and Rogers.
At the time of writing, searches were held in Laval, Saint-Eustache, Longueuil, Brownsburg-Chatham and Gatineau.
They mainly concern the distribution network of the company Arubox.TV and Stocker IPTV which provide IP technology television signals, the use of decoders sold to the public found to be illegal by investigators of the Bureau de récupération criminal assets of theSQ.
According to our information, the two main suspects in this second phase are Eric Grenier and Dannick Rouleau.

Grenier is considered a former member of the Red Devils City, a Hells Angels Quebec chapter school. He is identified as the owner of Arubox.TV.


Rouleau, considered to be its partner, is also targeted by the police officers in this rare and far-reaching investigation into the misuse of television signals. At the same time, it operated its own company for the distribution of hijacked channels under the name of IPTV Stocker.
According to police officers, Arubox.TV and Stocker IPTV have been able to recruit more than 7,000 subscribers across Quebec since 2020.
All these subscribers will receive a letter from theSQasking them to bring back their decoders and stop using them.
A monthly subscription of 25 dollars to purchase an illegal decoder selling up to 300 dollars each on the Arubox.TV website allowed a customer to have access to 3,500 channels from Quebec, Canada and the United States.

Suspects managed to hijack the signals by mainframe by redistributing them to the many decoders sold by coin with IPTV technology.


Investigators of theSQBelieve that the two companies' ploys have been able to earn more than 2 million dollars annually to their owners for almost four years. This is not to mention the profit selling of hundreds of illegal decoders.
Radiophony ProjectThe Radiophony Project started in 2021 with the filing of a complaint by the ECB at theSQ.
In May 2023, a first phase of the search had enabled theSQto collect evidence and request blocking orders for bank accounts belonging to Éric Grenier.
