It's not a ticket unless it is obstructing the license plate
so, it might be a ticket on a car ,, trucks are likely ok

for some stupid reason folks seem to think they need a ball hitch hanging from the rear of their pickup, most will never pull a trailer, its something some idiots have so they can back up into your car grill and ruin your day, a friends wife had that happen and she did not notice and ruined her engine, the insurance company totaled the car, which otherwise was in perfect shape but older, they had to go out and find a replacement cost them big bucks, i have never had a ball hitch on any of my pickups, i am not going to pull anything, waste of money also

My Neck of the woods you would be Ticketed for a "EMPTY" Hitch sticking out from the back.
City Bylaws in most cases.

That's correct. There is no law requiring you to remove a trailer hitch unless it is blocking the licence plate. If something extends past the bumper by two to four feet (depending on the jurisdiction) a red flag is required at the end.
However, there is a fine for any portion of a vehicle overhanging a sidewalk.
down here in the lower 48, in some states, you cant have a ball on the back without a trailer , so done towing, you have to take it off. Other states just don't give a crap. I have one on the back pretty much all the time, I'm pulling a trailer a minimum of once a week, if not three times a week. Plus, I use it as a step to get in the back of the truck. My tailgate open is 40" off the ground on my stock non-4x4 F550.
