Disciplined boxer Antonio Margarito on Wednesday filed an application to have his license to fight reinstated by the California State Athletic Commission, more than 17 months since it was revoked when officials confiscated "loaded" hand wraps from the Tijuana fighter before his failed world welterweight title defense at Staples Center in January 2009.

Margarito's promoter, Bob Arum, told The Times, "We've asked for this to be heard on an expedited basis," before the commission's next scheduled meeting Sept. 20 in Los Angeles.

Margarito has agreed to fight Manny Pacquiao Nov. 13 at a site yet to be determined. Arum doesn't want Margarito to fight Pacquiaio in California, but when the promoter sought to have Margarito re-licensed in Nevada earlier this month, commissioners there ruled to table their decision until Margarito first attempted to have his appeal heard where the license was originally stripped.

A Pacquiao-Margarito bout would challenge the May Floyd Mayweather Jr.-Shane Mosley bout to emerge as the most lucrative fight of the year, and Arum said he feels obligated to give his home state Nevada a shot at landing the bout.

However, the promoter said Wednesday that "a half dozen states have said they will grant us a license without a decision by California," not including Nevada. The favorites among other U.S. destinations are believed to be Texas, where Pacquiao drew a crowd of 51,000 for a March bout against lesser-known Joshua Clottey, and Atlantic City, N.J., which would cater to the big gamblers who've descended upon Las Vegas in Pacquiao's prior fights there.

Margarito, who returned to fighting in May in a bout in Mexico, has since fired his suspended trainer, Javier Capetillo, who claimed at the February 2009 California commission meeting that plaster-coated pads ended up inside Margarito's hand wraps accidentally, and that the former two-time world welterweight champion had no knowledge of wrongdoing.

Now we will see if the money weighs in this determination.We give him his license and the revenue stays here in state.Actually I though that they were going to fight in mexico or dubai to avoid paying taxes.I think he will get reinstated.

Knowing how astute Arum is, he will get Margarito his licence. When it comes to wheeling and dealing the Harvard graduate knows how to shift gears and go on overdrive.

Sure, Abu Dhabi would have been great for tax purposes but he wants a big gate and fill the stadium with 50,000+ people and PPV which is why he continues to lean on Nevada!

If it was up to Arum ,he'll let him use the illegal wraps and force him to go down to 150 pounds. To make it interesting. :yes:

MANILA, Philippines - Manny Pacquiao prefers Monterrey in Mexico and a catchweight of 150 lb, no heavier than that, when he faces Antonio Margarito in their proposed match on Nov. 13.

“I like Mexico. It’s nice in Mexico. Let’s try Mexico,” said Pacquiao yesterday when asked where he’d like to face the former welterweight champion.

Pacquiao said he hasn’t signed the fight contract yet, but will soon go through it when his adviser, Mike Koncz, arrives from the United States this week.

But the reigning pound-for-pound champion said the fight for the vacant WBC super-welterweight title is bound to happen.

“Malamang si Margarito na nga (Most likely, it’s Margarito),” said Pacquiao after negotiations for a superfight with Floyd Mayweather Jr. bogged down.

“Basta sa catchweight na 150. If he’ll agree to 149, then let’s do it at 149,” he said.

Pacquiao visited The STAR office yesterday afternoon and talked briefly about his fight with the 32-year-old Mexican, who at 5’11” is easily four inches taller.

“He’s good. He knocked out Miguel Cotto. And he’s as tall as Oscar dela Hoya,” said the only fighter in history to win seven world titles in seven weight classes.

Pacquiao is also the only fighter ever to win a seat in Congress, and when he fights Margarito he will be introduced as “the fighting congressman from Sarangani.”

Pacquiao said despite his bigger role as a congressman, he will not take Margarito lightly.

“I will train for eight weeks. Margarito is good. We must not underestimate his power. Starting next week, I will start running in the morning,” he said.

Pacquiao will train in Manila so he could also perform his duties with Congress, and according to early plans he would move to Los Angeles three weeks before the fight.

He said the fight with Mayweather, where the fighters could have easily earned $40 million each, did not happen because the undefeated American doesn’t want it to happen.

“They never run out of reasons saying why it won’t happen. But the truth is they don’t want the fight. Sila ang may ayaw,” said Pacquiao.

“And they say so many nasty things about me. But I don’t mind. I won’t even say anything bad against them. Let’s show them that Filipinos know how to respect people,” he said.

Sure, Abu Dhabi would have been great for tax purposes but he wants a big gate and fill the stadium with 50,000+ people and PPV which is why he continues to lean on Nevada!

Unfortunately Nevada doesn't have an arena that can hold 50k+, but any place other than Las Vegas, and you can almost count on it being a failure.

Why are they waiting so long to get him reinstated in Cali, right after beating Garcia, they should've went to Cali,Vegas,Texas and Jersey and ask to be reinstated.

California may rattle a sabre a bit for showtime-----but the $$$$ generated by reinstating his license pretty well says it`s a done deal already. I guarantee the ones sitting on the board will go in the meeting with MT pockets. Coming out??? LMAO
