Pound-for-pound king Manny Pacquiao’s adviser Michael Koncz is confident that the Texas Commission will give Antonio Margarito a license to fight Pacquiao at the Dallas Cowboys Stadium on November 13 despite the California State Athletic Commission’s 5-1 vote against issuing Margarito a license to fight in California.

Margarito’s license was revoked by the California Commission in February last year when he was found to have used a substance believed to be plaster of Paris on his hand-wraps which was discovered prior to his loss to Shane Mosley at the Staples Center.

Koncz said his understanding was that it was not a problem because Top Rank and its lawyers “expected that but they will still be able to get him licensed in Texas. ” Asked about inter-commission respect for decisions Koncz pointed out that Margarito (38-6, 27KOs) “is not under suspension anymore. Margarito was only under one year suspension and served his time. They just don’t want to re-license him.”

Koncz claimed the Nevada State Athletic Commission had asked Margarito’s lawyers to seek a license in California as a “pre-requisite and a courtesy and to go back to the place he got suspended first and see what happens there ” before Nevada acts on Margarito’s application for a license to fight in Las Vegas, Nevada.

The NSAC will have a telephone conference with Margarito’s lawyer David Marroso and Koncz on Friday, Manila Time, after which he expects Nevada to issue a ruling.

Pacquiao’s planned clash with Margarito will be for the vacant WBC light middleweight title and Arum indicated before he left for a vacation in Europe that he was confident Texas would grant Margarito a license.

Ariza disclosed that present plans call for him and trainer Freddie Roach to arrive in Manila on September 13 since Pacquiao will hold his training camp in the Philippines because of his duties as a congressman. In fact we were informed by Pacquiao that he planned to wind up his training at the Wild Card Gym in Los Angeles in the last two weeks before the fight and would leave for LA on November 1.

Ariza also told us he couldn’t confirm earlier reports that Julio Cesar Chavez Jr and Vanes Martirosyan would join Pacquiao’s training camp in Manila with a possibility that WBA champion Amir Khan would also join the group.
