Msnbc channel is the strongest of all tp, scans in at 99% signal quality on both my 6' and 10'. Signal strength should not be less than 80% on a 36" dish.

It should work but your quality may be a bit low on several of the tp and your definitely not to far west for 15w. I'm in Cornwall and I can go as low as 8w.

A 30+" dish should be plenty big, according to the Satbeams site in the Toronto area a 23.5" dish is considered good enough on that satellite.
The Toronto Ca. area is actually in a very strong spot of its footprint.
