Does it have the old flat 2 wire connection or is it a coax cable coming from it?

Just use a Volt-Ohmmeter and check for continuity between the two furthest elements on each side.

Not unless they're broken or really rusty..... Maybe the antenna just doesn't have enough gain, or it's not aimed right.
If the cable is the old flat twin lead, I would replace it with good RG6 coax. If it has old coax, replace it as well, water gets in over the years and causes problems. If it's fed with coax, also replace the matching transformer.
