I received 80% of signal but no quality for the reception... It's the lnbf down?

What satellite(s) are you looking at?
It matters as some don't use the default transponder of 12224.

i check the signal with viewsat xtreme! But i'm will Bell 3100 and he doesn't capt them! :S
Again I will just reword the question Terryl asked. Are you trying to point to 81w and 92w or are you pointing to 110w and 119w?

82w and 91w
You should be able to hit both sats using the VS as your signal meter using tp freqs 12224, you will have to go to dishpointer.com to get the angles, not much on 82w Nimiq 4 as it is mostly HD. After you align dish, then on the bell receiver you will need to do a check sum, and then it should register the sats.

Have you been up with this setup previously or is it a new installation ?

There are many non-HD channels on 82w.
A DPP Twin is a "power hog" and your VS extreme most likely does not have enough power alone. You will need that Bell 3100 hooked up and powered on as well. As always be sure that you have selected the correct receiver settings for DP/DPP LNB. Signal indicates that your cable is connecting your LNB to the receiver. Quality indicates that the satellite signal is reaching your receiver via the LNB. Your dish may not be pointed correctly or has moved if this is not a new installation.
More information on your setup is needed.
