hi Garo welcome aboard. just want to know what size dish are you using, is your setting on 97c or 97 ku, i dont have a vs receiver, but imagine that set up should be the same, you shoud be using 97ku, also your lnb could be universal that may cause some problems of not getting quality, try some of these things to see if your quality gets better.

Will definitely need to know dish size, you may need to do a bit of tweaking for optimum signal quality if your dish is big enough. There are also Arabic channels on other sats as well.

The question and suggestion hagop and costa made are excellent, but let me add something, the TP I used and still use to aim this sat is
TP-11778-H-S/R-3978 FEC Auto
Another thing, what LNB are you using, model brand etc.
Is there a switch in the installation? or is it a straight cable from LNB to receiver? is that is the case then diseq is set to none.

Signal - I can not think of a time ever that I got such a low reading of signal ? Signal % is the reading of the receiver communicating with the LNB. The LNB could be pointed at ground and you should get a signal of 70% or more. So this would indicate that you have a problem with, most likely, a bad cable or bad cable ends ? Possibly a bad LNB ?
Quality - I layman's terms, quality is the signal from the satellite to the receiver via the LNB. No quality would indicate that the dish is not pointed correctly, wrong equipment, and/or incorrect settings.
True FTA - For FTA reception of 97.0W, you require a larger dish(33"-39") and a Standard Linear LNB. Also remember for a fixed dish installation the LNB needs to be skewed in the LNB holder for the best Q.
In order to help you, we need more info on your equipment as to dish size, LNB type(Standard Linear, Universal Linear, or Circular), switches(if any), length of cable runs, and type of cable(RG?). Remember to check your cable ends and get your azimuth, elevation, and skew from dishpointer.
