Tarps are sometimes used on earthen barrier levees when there is evidence of a leak that could get worse... or maybe the kids like to slide ...lol

All joking aside, the tarp most likely is covering the newest dirt- because that is most likely the "fair weather" opening to their personal levy. Who wants to climb a 30 foot earth mound to get to their house all year long.
