I have a 3k that I put a new hd in and it worked for 3 weeks but it stuck on 4% at boot up . Do I need to do it all over or do I need to look at the bios ?

ok I done a do over ,had a lot of problems. The first ISO 16r1 got to stage 5 told me the CPU had been changed and to up date the CMOS. The CPU is stock ,ram 1-1gig chip. The second ISO 16r1 got to the end and told me it had a bad system file , yes to continue .
So I answered yes , it booted two times and it in stalled the 16r1 iso . My question is , is it right ? And if not how do I look at the CMOS ? Is there something to compare it to ? Thank you
Most times the default for the CMOS is fine unless you want to play with settings. I don't usually touch them.
It was the battery on the mb that was bad . I put a new battery in and three do overs latter I had it all back and working.
