went down on port 17010 @ 2 PM ET however some channels came back up @2:11 PM ET no 200`s 300`s 400`s or PPV

Sounds like another ECM.. Most server users are reporting the same situation at the same time.
lower 100's are up and working 17110 300's 400's & 500's are down
