I've tried several time blocking facebook via parental control but it doesn't Work
is there a way?

By IP and DNS rules, or url filter, search for your router make model,

You could try a web browser extension like uBlock Origin and set it to block certain sites etc.
for your router, login to it and see if any settings in there for blocking ip address etc.
