    Eventually, as the Infiniti starts going west on Northwest 36th Street, another vehicle is seen blocking its path.

    Miami police arrested Maxwell Oleg Lagutenko, 25, in connection with the incident. Records show he was booked into jail Sunday night on charges of reckless driving, leaving the the scene of an accident and fleeing or eluding police.

    When officers found Lagutenko, a police report said he seemed “to be high on narcotics,”

    high on something more then narcotics ........
