The guy that does have the exposure is the reseller that you you buy your credits from.
If you pay by prepaid credit card - how do you think the guy you are paying is going to get his money from the card???
There is no black magic involved - the cash does NOT somehow mysteriously go from your prepaid credit card to his pocket or wallet or bank account.
The reseller has to use some credit card processor to collect his money from your card.
He may go buy something online from Amazon or get his oil changed at a car dealership or something to use the prepaid credit card that you gave him access to.
That's the paper trailer that the private investigators are looking for.
Your reseller is exposed if he accepts prepaid credit cards. A private investigator can pretend to buy a service from him and give him his prepaid credit card info.
As soon as the reseller processes that payment the investigators can track him down.
You as the end user may be safe - but the reseller that accepts prepaid credit cards is exposed.
