This has to be to put the aircraft into long term storage, windows and all openings are covered up. Not a bush fix here. That wouldn’t pass go for transport Canada or the FAA.
I work for American and we use that speed tape regularly for temp repairs. usually to secure access doors that have broken hinges or locks.

it’s regularly used in non critical places, engine service door, lav doors, GPU door, fuel panel, cargo door handles that don’t sit flush. Those locations are non critical but the inlet lip on the engine is a critical surface and I’m fairly certain that if one of those transport Canada or FAA guys spotted this it’d be more than a casual conversation. The crazy conversations that they like to bring up about tires, brakes and smoking rivets tells me that they don’t really understand the real world.
Sure, You gotta stay within the rules, and not give the lawyers anything to debate but don’t accept stupidity or be pushed into an unnecessary situation.
Looking at the ph info of truck parked next to the fellow working on the A/C it is most likely not being done in North America. Im guessing, Europe , South America or Africa perhaps? I Can’t tell.
I like to cover my A55 and not worry it’s better that way, 9 more years till retirement...
